iphone Waiting for Activation. Will not activate. Why not?

I upgraded my flip phone Tracfone to an iphone 11 and attempted to transfer my number over to it, but it constantly says, "iphone is not activated". Since Friday I've talked to 12 service agents from Tracfone and they can't get it to activate.
Do you need to complete the Apple ID verification process in order for it to activate? Unfortunately, I can't because it asks for a phone number to send a verification text to and I have no other phone. The e-mail verification step did go through fine, but it's the phone number verification I can't complete since I don't have a working phone.
My old flip fone Tracfone ran out of minutes talking with the agents and I can't add more time to it for some reason, but it says the service ends 2/1/23. Is that somehow the culprit? This old flip phone doesn't have a sim card and for some reason doesn't even show up in my Tracfone acct.
I'm about to return this iphone and buy another with a new phone number in hopes that wouldn't give me a problem activating IF me wanting to transfer my old number is causing the problem that the amateurs at Tracfone can't figure out.

Update: After chatting with Apple support, there is nothing wrong with my phone
Is it possible transferring my simple basic flip phone plan over to the iphone is causing this problem as it might be incompatible??

You didn’t have to buy a new phone. Seems like an expensive way to get it working. Only used phones with unpaid accounts or the like won’t activate such as if iCloud or find my phone is still on someone’s account. if a carrier was so bad they can’t activate an iPhone I would think one should go to another carrier as it shows their support is really bad.

The money saved by using the bottom feeder providers like Tracfone

can pay for getting new devices including unlocked ones much more frequently.

Paying lots more just to get decent customer service is just not an option for many

The difference can add up to to many hundreds per year per line, even close to a grand.

Disagree. Paying for a phone twice doesn’t save anyone money especially not an iPhone which sells for higher prices. There are carriers that charge less money than Tracfone who know how to activate devices without issue.. Trscfone was acquired by Verizon so I wonder if this has had a negative impact or if Tracfone was always bad to deal with.

    Always bad.

Under VZW getting more competent but that works against the savvy customer not in their favour.
