I just started to my Walmart/Freedompop 300/1000txt free plan today. I can make phone calls. I can receive texts but I cannot send. I keep getting the message in the title of this post. My SIM starts with 8901 (Tmobile right?). Advice please.

No it does not.
The APN is not correct. Have you tried manually adding a different one?
What phone are you using?
I moved the SIM to another phone, started it up and then shut the old phone off. I then moved the SIM back to the current phone and that triggered Freedompop to send me the APN settings text again. I clicked on the settings and it updated to settings again to the APN that I had before. Its shows 4G on my phone and when I call out, it drops the 4G. No texting still. Still getting the message. The APN settings is below. I am using a Samsung Galaxy Prime SM-G530T

APN protocol: ipv4
APN roaming protocol: ipv4
Bearer: Unspecified
Everything else is the not set, none, or other default option.
You could try a few more APN's like the one below or others by googling them.
Hate to say this, but you may be running into the same issue others have with the 240 MNC number some T-Mobile MVNO's now use. Some phones just will not work correctly with the APN that the sim card is looking for. I have 2 phones with that issue as well. One phone is actually on the paid Red Pocket GSMT plan which uses the same sim card as FreedomPop.

Hey thanks. I tried those settings but that also didn't work. Can I ask you what phone for you worked perfectly? I was trying to use an old MetroPCS phone that I had. Everything works right except I can't send messages. I was just trying to find a cheap phone to use.
Where's your moto E6 from? What company did it come from?
I have a FP Walmart free plan SIM in a TF unlocked Moto G Pure, and it works fine.
Samsung Galaxy Prime SM-G530T is a very early generation LTE device that does not support VoLTE
You may still be able to make calls dropping down to 2G EDGE network on T-Mobile but most likely you will not get SMS working unless FreedomPOP/RedPocket is able to help you configure legacy GSM texting
