What are the cheapest UNLOCKED, no activation required smartphones?

About 5 years ago, Best Buy had the LG Tribute 2 on sale for $20, but now the cheapest unlocked, no activation required smartphone I've found is the CellAllure at Best Buy for $79.99. Certainly there must be other cheaper cell phones than this? What are the other cheap, unlocked, smartphone choices that don't require activation on any particular carrier? Also I should add, of decent quality, good reviews.

Maybe the BLU brand devices, which you can very likely find at BestBuy(?)

I don't know if I understand your question. No phone (locked or unlocked) requires activation on a carrier if you just want to use it on wifi.

BestBuy will list two different prices on most unlocked phones/smartphones: One price if bought WITH ACTIVATION, and a higher price if bought "WILL ACTIVATE LATER.

I want to use it on the UK based carrier Truphone, where all incoming calls/texts are free, and to also use it on wifi.

Thanks. It was late when I read the post, my brain didn't catch that in the meaning. It does this morning.

Cheapest name brand would probably be one of the Motorola E series.

since you appear to be in the UK, check Carphone Warehouse. They have a Nokia for £49 with a £10 topup. Then use it where you want.

No, this would be used in the USA. That Truphone is based in the UK is irrelevant, just as Tmobile is based in Germany is irrelevant. Im not in the UK.
