Is Band 30 only used by AT&T?

I've been searching to see if any other carrier uses band 30 and why only att uses this band? Did the government have an auction for this band or did att just go around purchasing that spectrum from other companies? Is there a benefit att saw with this band that the other carrier didn't see as a benefit to their networks? It just seem weird to me. All carriers have bands 700Mhz, 1900Mhz & 1700/2100Mhz( I know why Tmobile doesn't have 850Mhz, that was during the times before they existed)

If this site is correct, then yes AT&T is the only carrier in the world to use Band 30. However, I wouldn’t be surprised if other carriers begin using it because the entire world has been scrambling to free up midband spectrum for 5G.

In the US AT&T scooped up this license from Nextwave, Sprint, Comcast, and others. Nobody else holds licenses for it, as there’s only 30 MHz in the band, 20 MHz deployable. This became their 10x10 MHz Band 30 channel, EARFCN 9820.

B40 includes the spectrum that B30 uses plus some, and is used in other countries, but it's TDD, vs FDD for B30.
