    Maybe so but it’s nice to finally start seeing some tangible results where the customers are benefiting.

    Once again, it's just all based on IMEI (and an awful way to do it). The phone checks in with the network and tells it if it's capable (how T-Mobile works, actually). AT&T as usual just has an odd implementation just as with anything.

    But even if AT&T is still using IMEI, maybe they’re now whitelisting unlocked phones? Someone else in that same thread just stated that after receiving Android 10 on their unlocked S9 it now has VoLTE.

    or they've changed what they do completely.

    Or a combination thereof.

    Maybe they've been paid by Samsung to whitelist all Samsung phones, for example.

    All unlocked Androids phones capable of VoLTE should now have VoLTE service with att as of the end of 2019.
