Do you know which countries you might use the phone while in Europe ? Who is your current provider in the US ? How quickly do you need to make your final decision ?
Don't make me turn this car around.....

Thank You for your prompt questions.

Will visit Netherlands and Belgium to drink lots of beer!

My current provider is Red Pocket ATT.

    Going in May.

Let me offer a suggestion to find a capable phone. Try using the "phone finder" tool from the phonescoop.com internet site. You can select specific required features to help narrow down your search. Best of luck, I hope others who have had experience will chime in with more information.

A little over your budget, but the Motorola G7 Play is on sale for $129 at Motorola.
    https://www.motorola.com/us/products/moto-g-play-gen-7

It works on all US carriers and has pretty much every band you're likely to need:

    GSM / EDGE 2G: GSM band 2/3/5/8
    CDMA BC0/BC1/BC10,
    3G: WCDMA band 1/2/4/5/8,
    4G:
FDD LTE band 1/2/3/4/5/7/8/12/13/14/17/20/25/26/29/30/66/71, TDD LTE band 38/39/40/41/41 HPUE

I was looking at the Motos but have read a lot of users state that they have issues getting signals, unlike other phones they have had in the same areas.

I've used a bunch of Motos in recent years, (E4+, E5+, G4, G5+, X Pure, X4) and have been pretty happy overall, but have run into software glitches on some models that usually get fixed by an update at some point. I've have some WiFi connectivity issues on some models (the X Pure and G4) but no problems with cell connectivity.

There are definitely better devices out there, but Motos are often the best bang for the bucks, IMO.

I've had good experience with the Moto series. I think I saw the Moto G6 on sale for $99 last week.
