I believe just download the Hangouts app, log in with your gmail account, your GV # should link - it’s been several years since I did this, so the details are fuzzy. I’m assuming you’ve logged into your gmail account and proceeded to obtain a GV number.
Also important to log into your google voice account to choose settings for using Hangouts.

Go to hangouts.google.com, log in using the account associated with your GV #, click menu > settings > under the Google Voice section, enable receive SMS and voicemail in Hangouts.

Install Hangouts on your phone. If using on Android, also install Hangouts Dialer.

In the Hangouts app on your phone, go to settings > select your gmail account > under your GV # enable both incoming phone calls and messages.

That should be it. Post back with any questions or in case I missed something.

I don't think hangouts is a thing anymore.

Hangouts is alive and well. Shutdown for consumers delayed until later 2020, after Gsuite hangouts shutdown targeted

    for June 2020.

Did you click the hangouts.google.com link? It's still a thing.

I think Google changes their minds on a daily basis what they're doing with their products.

    Probably.

The last I saw was Hangouts "as we know it", for consumers, won't be changing until late 2020.

If that's even accurate, or if it will change again, is anybody's guess.

All I know for sure is that Google Voice + Hangouts on my phones and tablet, using cellular/WiFi data, still currently works like it always has for me, and I still use that for my primary voice and messaging.
