    Caller ID and Spam setting in phone app on Android 9 (Pie)

    I have a moto g7 play and noticed that my phone was flagging some calls as possible spam even when I have both wifi and mobile data disabled. Then I discovered the Caller ID and Spam setting inside the phone app which is described as using a google service to check for spam callers and add caller id to some recognized numbers on both incoming and outgoing calls This setting is on by default.

    My question is how does my phone transmit the incoming and outgoing phone numbers to google if all data services are disabled? Also, how do services like nomorobo transmit this info?

    Possibly like when you get an MMS. Data turns on and off real quick automatically even with data disabled. I think on some phones you might catch a quick glimpse of the LTE icon flash, on others you don't. Data used generally is so small with MMS it doesn't even register (kb).
