I think you can buy basic phones from best buy, choose to activate them later, and then activate them on pre-paid. Can someone confirm that this is possible?

The Verizon network version of the Tracfone Alcatel is the "MY FLIP". It's Verizon VoLTE compatible and runs on the Verizon network via Tracfone (companies). But I'm pretty sure you can't put a Tracfone branded phone on Verizon directly, even if it's ever unlocked.

But why do you want it on Verizon directly anyway? Tracfone uses the same network and since you're just looking for something basic, any data de-priority doesn't matter. Call quality/coverage would be the same. I don't know how Verizon family plans work, but if just a basic phone is all an individual needs they're throwing money away going to Verizon as their carrier.

The cheapest Verizon prepaid plan I'm aware of is $30 mo. I'm not familiar with how that works.
How much talk/text/data does he get for that?
How much does he need ?

Not sure he just buys airtime and when it is up he buys another card. So are there any good cheap Verizon prepaid flip phones.

I could be wrong but Verizon refills are only good for 30 days. So even at the cheapest $30 cards that's $360 a year for only needing 1000 (give or take) minutes = 36 cents a minute. His level of usage doesn't warrant going Verizon direct.
As an example, on Page Plus, a Tracfone company, "same reliability and Verizon coverage" as Verizon directly, he can get 6 cents a minute. $60 a year. A Tracfone My FLIP will activate right out of the box on Page Plus. For $30 ($20 phone, minimum $10 card) he could just buy and try a Tracfone MY FLIP on Page Plus for example for 120 days. If he likes it just buy a bigger card for what he needs, still .06 min. Many other reliable Verizon coverage options out there for his level of usage.
Just saying. But I know some people are set in their ways.

The Kyocera Cadence LTE (S2720pp) is probably the cheapest pure Verizon branded prepaid flip phone. Give or take $40 depending where you buy it. Best Buy and other Big Box have them in their Verizon prepaid section. Even Ebay or Amazon. Don't know anything about how good it is. Just don't buy it straight from Verizon or you'll be paying a whole lot more. There are other's on the Verizon website; just price them at stores other then Verizon itself first.

Here's the list I could find.

    Verizon Prepaid:
ZTE Cymbal LTE - Out of stock online, but sold at other stores like Target

    Verizon Post Paid:
LG Exalt - my personal favorite
Kyocera Cadence - good second choice
Kyocera Dura - still has CDMA technology
    Alcatel Go Flip - cheapest
    Sonim XP5

There's also the Doro 7050 phone that is available for a variety of prepaid (MVNO) phone providers that use Verizon's network.

Like I said before, you may be able to buy a post-paid phone and activate it on prepaid service, but I'm not entirely sure. You may have to ask Verizon yourself.
