Red Pocket GSMA data S.L.O.W. on hotspot

I have an unlocked Huawei E587 (originally sold as a T-Mobile branded "Sonic" hotspot). It's a 3G device from the dark ages, around 2011.

Pop this new $60 Ebay Special Red Pocket GSMA SIM in the hotspot, and I see 200-500kbps. Not exaggerating.

Put it in a 3G phone, a 2012 Samsung i9250 Galaxy Nexus, and I get 4-7Mbps, even when tethering.

According to the Ebay seller I bought it from 4 years ago, the E587 hotspot supports UMTS/HSPA/HSPA+ 850, 900, 1700, 1900, and 2100 MHz.

    The Samsung Galaxy Nexus supports UMTS 850, 900, 1700/2100, 1900, 2100.

What's different? Anybody have any idea what might be going on with this GSMA SIM in the hotspot?

I had a similar Red Pocket GSMT SIM before, and it worked great in the hotspot, except that the T-Mobile signal is feeble around here and it tended to drop back to 2G speeds.

Thanks for any ideas you might have.

Just tried a Truphone SIM (which also uses AT&T network) in the same hotspot. Similar results, 186kbps data speed. Now wondering if maybe the Ebay seller's claim of UMTS/HSPA/HSPA+ 850, 900, 1700, 1900, and 2100 for the E587 was a little overoptimistic.

If your hotspot didn't have the correct band when it comes to 3G you wouldn't get any signal at all. Could just be it not liking AT&T or its signal strength compared to the phone is not as good
