Galaxy S8: Default Contact storage location

My device is set to store new contacts to my gMail account (and address book). For some reason, contacts that I receive by email or text (vCards) are being stored in my Samsung account. Both accounts use the same email address but they have different address books. Since I am set to use the Google account address book I am not seeing newly downloaded contacts. I have to switch the address book to the Samsung account. It is friggin killing me.

I have confirmed that I have the correct default storage location set in "Manage Contacts".

    What gives?
