    Hell must have frozen over...

Bell now shows up as having serivce (LTE) in White River, Ontario.
I never thought that I'd see the day, and before Rogers.
    AT&T... your world, throttled.

Before Rogers is not surprising. Bell and Telus have been on a very steady and consistent LTE upgrade/rollout journey. Rogers, on the other hand, has been and continues to be mostly all talk and little action. Even with Rogers’ 4.5G network upgrade announcements...they hype up those announcements because it’s good for their share prices but very little has materialized outside of major cities.

Rogers has had a site there under TBayTel since... Superior Wireless days (I actually had analog service on it a LONG time ago) on a Microtac.
TBaytel has a lot of sites covering the area between Sault and ThunderBay... most still on UMTS/HSPA with omnis, while Bell has put in multiple sites in most of the towns... but little to nothing in between.
I've found it interesting in the north. From my guess... Bell looks to phase out rural POTS for LTE (which is good!). Places like St. Joseph's island has 4 LTE sites and a population of 2,000. Rogers up in the north... is more like 'old school' which gives service on the highway, but doesn't really care about being able to serve broadband. Then again, cell service in Canada is brutally expensive. Fortunately, I don't have to worry when I go up there, as I can roam on either (Bell is preferred under T-Mobile), but speeds are slowed after only 5GB.
