^Simple PLAIN answer is your at&t note 4 doesn't support UMTS/HSPA/+ AWS Band 4. That is why you are unable to make Voice Calls. If it was a Canadian Unlocked Note 4 then everything on Freedom Mobile would work.

As for points 1 and 2 above, he said , I have uplink: 21HSDP+. but I don't have downlink.
He said he doesn't have any info on my FreedomWifi issues.
The reasons provided for #1 and #2 are not correct.

SMS can be delivered on LTE, which is why it's working on your phone (along with data). Your phone doesn't support UMTS band 4, which is needed for voice since there's no VoLTE.

For what it's worth - the phone my Freedom sim is in is an LG Q6 - same as Freedom sells I think.

I have a 1 GB tablet plan which won't work on LTE. APN has to be broadband.windmobile.ca and internet.freedommobile has no sevice on a number of phones.

The 4G network works fine and Fongo works fine.

The wifi app doesn't work. I'm surrounded by hotspots but the app says they are out of range.

Freedom wifi uses SIM based authentication. Your phone or Android version may be too old to support their particular implementation.

Hi guys, FreedomWifi (ShawPasspoint) now works! I had to manually turn on FreedomWifi app's permissions (i.e., "Phone" and "Location"),

But still trying to figure out why I phone calls (outgoing and incoming) don't work.
