    My recommended workaround for this:

Get an account at voip.ms. They bill in US$. Their VoIP rates are pretty much the lowest you can get. You will see that sometimes Freedom must have been taking a loss on some calls, but you won't find better than voip.ms. And voip.ms tends to decrease rates over time. You get the feel that they charge the lowest price humanly possible + 10%.

Setup a VoIP client on your phone and call over data (voice calls don't chew up much). I use LinPhone on iOS.

Voila, some less dollars per month going to your local oligopolist.

Does it work with the built in VoIP in Android devices?

Been a while since I used Android, but I recall a setting that you could turn on and it would prompt how you wanted to make the call: phone network, Skype or my VoIP app.

If Android has a built-in SIP client, then you wouldn’t need to install anything.

... a prompt *before* each call.

With VOIP.ms, for a few cents more, you could setup a Toronto (or whatever) phone number that automatically calls the international number too (e.g. if you wanted to give grandma overseas a number that all your friends and family
Could call). That would just cost you an extra $1/month and less than 1 cent per minute.
