    Odd question.

So someone sent me a picture from their iPhone. It had a white circle in the top half. I held down on it and it moved like a live photo. Is that the icon for Live Photos on older devices or just in general?

I just tested it on my 7 Plus with a photo taken with my old 6s Plus. When the photo arrived, it had the white circle in the upper left corner. Pressing anywhere on the pic caused the short video to play. I assume it will work on any iPhone running iOS 9 and above, but that's just a guess.

Yeah. I'm on a iPhone 5s and don't have Live Photos so had no idea until I held on it.

Yes. Works on any iDevice running iOS 9 or later. Did you get the photo via iMessage? if so that makes sense. It won't work through email. For email it just sends a regular JPEG.

Yes it was iMessage. Saw the white circle was like what is that. Tapped it. It just was a picture. Held down on it and it played the live photo.

To play a Live Photo, no you don't. You just need the software. Any iPhone that can run iOS 9 can also play a Live Photo, as this post demonstrates, since the OP has an iPhone 5S. That means any iPhone from the 4S and up can play Live Photos.

To record a Live Photo though you need an iPhone 6s or above. The iPhone 6 doesn't do it. So your post is wrong on both counts actually.
