There are certainly small cell applications for rural. That is going to use bands like B4 and B30. Even in small towns, there's lots of cases where a small cell can be deployed faster and get better coverage than going through the red tape of having to build a big cell tower.

Is the band 30 used for data only or for voice and text? I Want to get a dual sim lg v20 990ds which lacks the band 30, but really want this dual sim phone if it does not affect voice and text. Thank you

Band 30 is for data transmission, and has zero effect on voice and SMS.

    There is.

VoLTE is live on B2/5/12/30 in Massachusetts.

I’ve seen it live on B2/4/5/17/30 in other markets.

VoLTE relies on every LTE band. Not specifically B30.

Basically, if you see B30, you will see one of the following:

    B2
    B4
    B12

Therefore, a B30 isn't necessary. It is good for data speeds.

We have B30 but phones can not connect. It is specifically reserved for AT&T Fixed Wireless Internet.

At this point in the game I would not get a phone without Band 30.

Yes, as long as the phone has that band. All ATT MVNO's can use band 30 as well.
