Is it possible to send SMS to Chatr number from PC?

Is there a website that can will allow free SMS to be sent to a Chatr number? I tried two, but when the SMS arrived, it was a request from Rogers to sign-up for Rogers Email to SMS without the actual text.

^ That is how it works with Rogers, Fido & Chatr. You have to sign up in order to send SMS from Rogers or Fido's site

    Thanks!

I guess what's needed is the ability to send the SMS form the Web, over a toll-free number. That way it would be received as a transmitted SMS and not an email to SMS which Chatr(Rogers) will charge the recipient for.

No idea what you mean about the toll-free number, how do you see that fitting in?

Most VoIP players now offer SMS integration, Vitelity also has XMPP integration.

There are dozens of apps that send SMS as SMS, usually also include web sending when you're at your computer. Not least gMail/gVoice/Hangouts.

EndlessJabber works from any XMPP chat client, EvolveSMS is native SMS.

MightyText, TextNow, TextPlus, GupShup. . .

Chatr does not charge anything for receiving incoming text in most countries.
