unlocking iphone 5s - what now?

Trying to unlock an iphone 5s via unlocker, but when I connect to itunes / server its still locked.

I found out that phone :

Initial Activation Policy: 2097 - Canada N41 Rogers Fido Flex Activation Policy

Does this flex activation policy interfere with the unlock process?

The flex Policy goes away once you put in a Rogers or Fido sim. The phone locks to the first sim that was put into the iPhone. What "unlocker" are you using I paid $30 to get my iPhone 6 unlocked that was locked to Rogers and it was same price for fido.

This is what IMEI decode says: some ebay unlocker but apparently they haven't done their job… according to below , phone is still locked?

Applied Activation Policy: 24 - Canada Rogers.
Next Tether Policy (Carrier): 24 - Canada Rogers.

The Canada N41 Rogers Fido Flex Activation Policy won't interfere with an unlocking if the 3rd party unlocker does his job properly.

No need to restore you iPhone to unlock it anymore.

    1) Connect to a WiFi network
    2) Insert a non-Rogers / Fido SIM
    3) iPhone kicks into activation mode
    4) The iPhone becomes unlocked after this point if the 3rd party unlocker has submitted your IMEI to Apple's whitelist for unlocking.

Personally I would wait until Tuesday, it is the holidays and every 3rd party unlocker has their own timeline for unlocking iPhones.
