Tried that, didn't work. Will it take time for the old phone to deactivate service from T-Mobile

If iMessage is off on the old phone, you can't still be receiving iMessages on it. It's off.

It can take up to a few hours for the port to complete, but if you're receiving regular texts and not iMessages that's an Apple issue not a carrier issue.

Are you using an iPhone on Verizon as well or something else?

Turn iMessage off on the old phone and leave it off.

Turn on iMessage on the Verizon phone and leave it on. If it registers successfully and turns on, you'll be receiving iMessages on the new phone.

I would reach out to Apple if you cannot resolve the issue. Your carrier won't be able to resolve the problem with iMessaging.
Don't make me turn this car around.....
