I suspect that they want more customers using LTE enabled devices.

I have the same offer on two lines that are in contract currently with a little less than a year to go, both running iPhone 5 phones (which are LTE capable). Perhaps they are just trying to get rid of their Moto X stock or something like that? Maybe they are targeting those that might have some discounts on their line (like loyalty or something like that) to get them to extend their contract term essentially?

take for example my line #3. its contract end date is July 2015.
that line is also showing the option to do early upgrade to the
Moto X only, at $0.01. If I upgrade, I assume the contract end
date on that line will be two years from now.(May 2016)
Or will it be two years from July 2015? (July 2017)

another reason for the early upgrade promotion may
be the fact that Motorola has announced that it's
closing the factory in Texas.(where they assemble
    the Moto X)

    probably....

one of my lines also shows this $0.01 for the Moto X. However, when I clicked it, it took me to the Motorola website to design a Moto X. At final checkout(after my account was verified), it said the line was not eligible for upgrade.
