Cheapest GPRS SIM Service for a real time GPS Tracker?

I apologize if this is the wrong forum but I was having difficulty figuring out where to post this.

I'm trying to find a prepaid service provider for GPS logging of some vehicles using an OBDII Logger with a SIM port for real time connectivity.

This is essentially the device I'm considering which only needs GPRS data.

Surely there has to be something out there that can give me a rolling monthly service fee at or under $10/month. I'm thinking T-mobile prepaid with a parked amount of $100 would keep me going for most of the year. These things sip data from what I've read.

H2O Wireless's PayGo is $10/90 days ($40/yr). Data is 10 cents/MB. If you're logging gps via GPRS, this AT&T MVNO should have better coverage than the T-mobile MVNOs.

Air voice deducts $1/month for PayGo though. Doesn't matter whether you use the phone or not.

I guess it depends on how much data the tracker uses. If it uses over 30mb a month, he'll make up the $1 fee difference and save each month over H2O/Ptel.

Another thing I should mention - I've read both H2O and Airvoice PayGo send a free text with balance notification after each data/text/minute used? Just mentioning it - in case the tracker gets confused/affected by it.
