Getting mobile network to work on Nexus 4 (no voice)

I received my Nexus 4 today and I am having issues with connecting to the Petro Canada mobile network. I had my working sim cut to a micro sim and I am using this in the nexus 4. When searching for mobile networks the only ones listed are Wind, CAN Rogers Wireless, Telus, Bell, Mobilicity. I tried connecting to the Rogers network and get an error message "Your SIM card doesn't allow a connection to this network"

I know there is no issue with the SIM card as I have put it back in my old phone and it works. Has anyone else been able to get the Nexus 4 to work on Petro Canada to make voice calls (this is all I am trying to do - no data at this time)? Please provide any guidance if you have been able to get this to work.

    Thank you in advance

You shoudl see a a PETRO CANADA network on device, maybe do a reset all network settings and rescan. As phone is unlocked and sold as.

Buddy of mine has a 8Gb nexus 4 and ran no issues out of box on voice and text at xmas.

Thank you for your reply. It looks like the SIM I had cut was not cut correctly. I got a new SIM and cut it myself and it worked fine.
