Prepay as u go Windows Phone?

I know nothing of prepaid wireless and I'm looking to buy either a used Windows Phone or a new one for me mother for Xmas.

Is it possible to just get a pay as u go sim and dropped it into any band compatible unlocked phone?

Also, who would you recommend for an old lady who will probably never use any voice or data? Fido petro can or ?

I have a prepaid ATT on an unlocked Lumia 900 that came from Europe. I would not get a Windows phone though.

I ended up with the Telus Nokia 610 on pre-paid.
