The linked number is not required if you don't want GV calls to be forwarded. I have no linked number and each GV updates, it asks if I want to link a number. I select skip and it works as usual.
Interesting. From what I recall with my T-Mobile Tab S10.5 the updates from T-Mo were pretty slow.
Also, an aside, non-North American cellular Tab models had phone dialers included.

You can verify your Uber account with Google Voice, but you won't be able to book a ride with it. It's stupid that this can happen.

In 2017 and earlier, I routinely paid for calls from Hangouts back to North America. Last year, with the GV wi-fi calling beta, I did not have to pay for such calls.
What I've found works well is removing the linked number. I'm not sure a linked number is required unless you want calls to ring through to it. I use only data/wifi for my Google voice calls.
