Don't confuse LTE and VOLTE. LTE is data-only and VOLTE adds voice. VOLTE is the preferred setting with 4G phones.

To better assist you, it would help to know where the phone is being used (City/State). Which cellular carrier is he using on Page Plus (Verizon, At&t or T-Mobile)?
