It looks pretty snappy, I don't see a problem. Maybe if you give RR more money they'll power boost your speeds up to .25 mb/s

Yeah it does depend, but if you have a lot of users online in your area you're not going to get very good speeds. Same goes for DSL, if you're far away from the office your speeds will suffer but...
That's the benefit of cable. I have DSL and I rarely see the speeds below 5mbps, and that's exactly what I pay for. Not as fast as cable, but always consistent. 10mbps soon too for $5 more.
