Just to Follow-up, It is IMEI driven.
If you bought the phone from Rogers, it is in their database. Whenever you connect to the internet, you IMEI is sent to the Rogers Tower and then fed into the system. Based on your IMEI, the billing system will charge you accordingly.
Example: You have the 7$ unlim on-device data plan and you own a W580i and a HTC Touch.
When you put your SIM into the w580i, the system recognizes it and doesn't charge you anything extra to access the net. IF you then take the SIM out of the W580i and put it into the HTC Touch, as soon as you try and access the net from that device, it'll send that IMEI for that 'session' and you would be subject to pay-per-use charges (either 5cents/KB or 3cents/KB - not yet released - probably 5cents though)
If you are using a NON-ROGERS phone, The billing system will not know what phone you are using so it assumes you are using a data device and you would also be subject to pay-per-use data charges on the $5 Unlim on-device plan. The WM packages will work for non-rogers phones though

Unlimited On-Device Mobile browsing, is that just the basic Rogers WAP surfing?? I guess the unlimited idea wouldn't work for those of us who have mobile phones with full functioning mobile browsers?? Or is it safe to say... data is just data? Cause really to get unlimited data for that cheap... WOW.

any word on fido? And is this going to use the WAP portal only or something? Because otherwise people can switch sims into PDA's, aircards, etc, and how is Rogers going to tell how the data is being used aside from higher MB usage?

Hmm if this was applicable to the N95, assuming Rogers releases, maybe I'll go for that! Or I'll just stick with per second billing and 7pm evenings from Fido :P

I suppose they'll actually just have to monitor everyone and probably have a system set up to send alerts if you use, say, 10MB in a very short time. OH, and I cannot wait to see what the fine print is this time around from Rogers! *Unlimited to 25MB, usage over 25MB is considered abuse, blah blah blah...
Hmm, so for all of us who just got the 10Mb/$10 vision internet with $5 credit, it will be discontinued and switched automatically to unlimited/$5?

Sounds awesome, but what about us blackberry users? I would be happy with only being able to use the WAP browser.
Would be nice to be able to use the native browser, as I would imagine it would be a bit quicker than opera.

lol its probably capped at like 10mb, also another question, I thought everyone here was proclaiming Data is Data if it is truley unlimited why cant the unlimited browsing be used at unlimited data on an WM phone?
