the only thing you will be "charged" for...so-to-speak, is minutes...so say you have 400 anytime minutes, and you use MobileWeb during Peak hours/days, then every minute you use on Mobile Web will be deducted from that bucket of minutes. But, if you are subscribed to a plan with Verizon that offers you "Free Night and/or Weekend" minutes, then if you browse during the times specified by those minutes, it will be absolutely free...so just to say, no you will not be charged for anything, except minutes...
